GETTING RID OF CROP SURPLUS Received Monday, 8.20 p.m. WASHINGTON, July 31. The Secretary of State (Mr. Cordell Hull), in a statement, said the reciprocal agreements had not benefited American industry, but they had brought about substantial increases in the exports of agricultural products. He referred particularly to the 25 per cent, increase during the first six months of 1938, compared with the similar period of 1937. Mr. Hull stressed the growing importance of reciprocal agreements during years when, there was a crop surplus.
