The Berlin correspondent of the Daily Mail says that a decree proclaiming the left bank of tho Rhino inaccessible to any foreign soldier or military attache draws attention to the extent and speed of the construction of the fortifications in western Germany. The decree covers Baden, parts of Hesse, Bavaria, Wurtemburg, and Hohcnzollern. Experts consider that the system will enable a crossfire on invaders. Three hundred thousand men are estimated to be engaged on the work, creating a labour shortage in factories and the building trades.
