RUMANIA’S REVISED CONSTITUTION United Press Association—By Electric T eleg: raph.—Copyrigh t. BUCHAKESTTFeb.' 24. An early survey of the plebiscite shows overwhelming support for the new constitution. A dictatorial constitution, bearing only King Carol's signature, was am nounced in Rumania on February 21. The constitution, which was submitted to a plebiscite yesterday, reorganises Parliament on a co-operative basis. Women will receive the vote. The voting age, however, is raised from 21 to 30 years. (Legislative power is vested in the Kihg, acting through Parliament. Equal rights are assured all minorities. Jury trial *is abolished. In announcing the constitution, King Carol said: (“The salvation of the Fatherland is my only commandment.
