ATTACK PAILS IN SUIYAN United Press Association —By Electric Telegraph.—Copyright. SHANGHAI, Nov. 16. Amid severe snowstorms, Japanesecontrolled Manchukuo and Mongol forces launched a fresh attack on the Chinese in Suiyan Province, but despite the assistance of aeroplanes were again driven off. The attackers have withdrawn into Chahar, but renewed fighting is anticipated. Chinese political officials interpret the events as an attempt to carve another slice from Chineso territory in pursuance of Japan’s plans to creato an anti-Soviet buffer zone on tho northern frontier.
