Tho Weather Bureau officials declare that Victoria is emerging from ono of tho longest periods of incessant rain which interrupted most of the sporting fixtures, telephone and telegraphic communications and aerial services. It lias done enormous damage to roads and bridges. The Jow-lying areas in Kensington and Footscray and along the river Yarra are completely submerged and the flood waters are invading homes and gardens.
