Woodville County Affairs

COUNCIL DEALS WITH VARIOUS MATTERS Capt. M. 0. Grainger (chairman) presided at the meeting of the Woodville County Council on Saturday, others present being councillors R. T. Mabey, Geo. Peebles, T. H. Williams, R. H. Morgan, J. Galloway, 0. H, Drucc and H. Sheffield. Before proceeding with the business of the meeting, the chairman made reference to the bereavement suffered by the county clerk and a motion of sympathy with M. J. M. Graham and his family. Correspondence. The Pa.tangatn County w’rote advising that the conference to discuss action to bo taken to combat noxious weeds is to be hold at Waipukurau on July 7. —Mr. Peebles was appointed to represent tho Woodvillo county. A letter was received from the Minister of Internal Affairs in connection with Arbor Day, tho Minister making an appeal for the co-operation of all local bodies in fittingly celebrating the day.

The Tauranga County Council wrote giving tho opinion that in the event of tho formation of a union of county council employees, such union should embraco all county employees and should be distinct from other unions of workers. ? In connection with the proposed Otawhao road school, tho Education Board wrote asking the council to reconsider its decision in regard to reconsider its decision in regard to the proposed sito and give the board the temporary right to erect a school on the roadway. The lettor added that the school would bo so built that it could readily be removed from the site. Tho chairman said tho council had a legal opinion ou tho matter and could not go past that opinion. It was resolved to reply that tho county could only adopt the legal position and had no power to give authority as requested by the board. The usual batch of legal opinions was included among the correspondence, one opinion relating to trees obstructing the view at railway crossings—whether local authorities or occupiers were liable for accidents resulting therefrom. As the local authority was not bound by law to issuo notice requiring trees to be removed or to cause them to be removed, it could not be held responsible for accident. Tho opinion also contended occupiers wero not liable. The sanitary inspector’s annual report mentioned that there had been two cases of tuberculosis, one of hydatids and one of tetanus.

Transfers given effect to were from J. McPeak to P. G. McPeak, C. B. Morgan to Riverbaqk Dairy Co, and Mrs J. Dunford to E. S. Beattie.

Engineer’s Report,

The report submitted by tho engineer (Mr W. J. Hawkins) was as under: — Ridings. “Woodville. —Metal repairs wore attended to on Oxford, Woodlands, Bushmill’s and Conduit’s roads. Grading was done on Oxford, Woodlands, Bushmill, Binford and Conduit’s roads and on McLean street. Culvert ends on Oxford road have been repaired. Surfacing was attended to on Saddle and Whariti roads. Tho suspension bridge on Bellshaw’s road has been rebuilt and a protection groyne constructed. “Manga-atua. —Grading was done ou Jackson’s, Bluff, Range, Ormond’s, Sturdee, Troup, Judd’s, Simpson’s, Bowman’s and Priest roads. Metal patching was attended to on Range, Simpson’s. Bluff, Sturrdee and Jackson’s roads. A small wooden bridge ou Jackson’s road has been replaced with eonerete pipes. Bridge decking repairs were attended to on Priest's and Bluff roads. Davies’ road filling has been completed. A subsidence on Bluff road has been repaired. “Kumeroa.—-Grading was done ou River and Township’s roads. Metal repairs were attended to on Little’s, Potter’s, Otawhao, River and Township’s roads. Groyne work was done at washout on Mackay’s road. Necessary work on this road is now being gone on with. Decking repairs were attended to on Druce’s road bridge. One concrete pier at Kearins’ bridge bas been completed and the other is now being built. The completion of this work Is necessarily extended on account of having to treat each pilo separately and allowing time for concrete to season. Two truss beams, one stay beam and one top studpile require renewing. Considerable flooding occurred in Kumeroa township during tho month. A separate report in connection with this is submitted. “Maharahara. —Grading was done on Oringi, Jackson’s, Gaisford, Sturdee and Ileretaunga roads. Metal repairs were attended to on Sturdee, Graham, Gaisford ’s, Oringi and Ross roads. Slips were removed and water-tables cleaned on Grahame’s road. Bridge repairs wero attended to on Gaisford’s road. Tho flooding on Gaisford’s road is getting worso and a separate report in connection with this is submitted. Main Highways.

“Woodville-Palmerston North, No. 1. —Blips wero removed, and surface repairs carried out. Bridge repairs were attended to. “Napier-Wellington. — Grading wat done where necessary and metal repairs attended to. Shoulders were metalled, slips were removed and watertables cleaned. Decking and handrails on Papatawa bridge were repaired. ‘ ‘AVoodville-Hopelands. —Grading was done where necessary and metal repairs attended to. Culverts were repaired and watortables cleaned, . ‘‘Woodviile-Tamaki.— Grading was done throughout and surface repairs attended to. Slips were removed and watertables cleaned. Culverts and bridge repairs were attended to. Side drains are being cleaned.. * ‘Preelands Highway. No. 9.—This road was graded and metal repairs carried out where necessary. Bridge approaches were repaired 1 and watertables cleaned.” The report was adopted. Mr Morgan remarked that the work had been carried out very successfully in the Woodville riding and, in connection with the cutting back of trees near

Woodlands road school, the County’s best thanks should bo extended to Mr W. J. Williams, who had carried out the work when asked by the Engineer. The chairman agreed, stating that Mr Williams had given a lead which could be well followed by other ratepayers. Mr Morgan then suggested that the Engineer should be instructed to take what steps ho could to have trees cut back to get better vision at dangerous corners. This was adopted. Mr Galloway suggested that ratepayers should, where required be given permission to clean out drains adjacent to their properties. Mr Galloway also spoke of a low-lying position of Sturdee’s road, where the drain required cleaning out.—This was referred to tho engineer. Before the meeting was adjourned the chairman extoueded tho council’s best wishes to Mr R. 11. Morgan, who leaves this month on a holiday visit to tho Islands.
