United Press Association— By Electric Telegraph.—Copyright. MADRID, February 21. Martial law lias been declared at Mursia, ' Alicante and Valencia. Minor disturbances continue throughout Spain, including on the French frontier, where Communists including large numbers of women occupied the railway station at Irun and compelled the police to search Spaniards going to France. Women entered first-class carriages and shouted to the police “Search that woman, that ono too.” The police, anxious to avoid incidents, obeyed. The object of the search was to prevent people taking jewellery valued at more than £l4O from the country.. Confiscated estates restored to Grandees since the declaration of a republic will be the main plank of Senor Azana’a programme. Capitalists are expected to be hit by State control, also certain private banks and businesses. Other points include a national mimimum wage for peasants; dismissal of Government employees suspected of disloyalty and possibly home rule for Catalonia, which should greatly case the tension.
