Embargo on Key Products to Italy

AUSTRIA AND HUNGARY TORBIDDEN TO PROFITEER,

GENEVA, October 20.

The Committee of Eighteen discussed the recommendations of the mutual assistance sub-committee, including the reduction by League States of imports from non-League States, proportionately to the latter’s taking advantage of cessation of League States’ trade to Italy.

Messrs Anthony Eden and others supported these, hut the Committee decided to drop any reference to non-League States. M. Titulescu urged the penalisation of Austria and Hungary for their refusal to participate in the sanctions.

The Committee has adopted the report forbidding Austria and Hungary from profiteering as a result of sanctions. Efforts vail also be undertaken to offset others by the loss of Italian markets by mutual economic financial assistance.

The Sanctions Committee of fifty-two has approved, of Mr. Eden’s firstly, boycott proposals; secondly, League members embargo on the exportation of key products to Italy; thirdly, mutual economic protection.

Tko Peace Reconstruction Council, announcing its policy, declares that tlio League must assure members not only of its security against aggression, but satisfaction of just needs and urges vindication of the Covenants authority by the solution of tko Abyssinian crisis on mutually fair terms and Italy’s communications to East Africa being severed until hostilities c.easc. The return of former members of the League should be induced by a fair settlement of their claims. Britain should propose a five years’ arms truce with a fresh non-aggression pact, general access should bo given to raw materials, mandates reconsidered, migration laws modified, and a re-assembly erf the Disarmament Conference arranged.
