Japan Not Afraid If Ratio is Abandoned
COULD BUILD MORE EFFECTIVE NAVY. United Press Association.—By Electric Telegraph.—Copyright. TOKIO, July 24. The Navy Office spokesman declares that the failure of negotiations for the new naval conference will not perturb Japan, which is not afraid of flic absence of a treaty, because it tvould then build a more effective defensive navy more cheaply than by replacing vessels as necessitated by the London treaty.
