“Racial Security” Of Germany Sought
FEATURES OF NEW PENAL CODE FOR GERMANY
United Press Association—By Electric Telegraph—Copyright. Received Friday, 10 p.m. BERLIN, Oct. 27. Light on tho new German penal code, based on Nazi principles, is given by Dr. Frank (Minister of Justico). Describing the guiding idea of the code, which will bo inaugurated possibly before tho end of tho year, as protection of the “strong, healthy, efficient part of the nation against the inferior and decadent minority, ’ Dr. Frank says that society as a whole must not wait until it is attacked, but must take measures in advance in defence. “Racial security” will be ensured by sterilising chronic criminals and other inferior elements. The Italian example has been followed in the attitude towards offences against the State. Treason will incui the heaviest penalties. The civil law is also being revised with a view to securing “certainty and speed of authority.” Unnecessary formalities and bureaucratic methods will be abolished. Finally a special committee will be appointed to deal with tho relationship of the citizen to the new State in matters of property, family inheritance and so forth..
