Trouble Brewing Between Japan and Soviet
CONTROL OF CHINESE EASTERN RAIWAY CENTRE OF DISPUTE
WAR-LIKE PREPARATIONS BY SOVIET
United Press Association—By Electric Telegraph—Copyright. Received Friday, 9 p.m. SHANGHAI, Sept. 22. The latest Soviet - Japanese incident consists of a sharp Soviet protest againt the alleged Japanese intention to reform the existing management of the Chinese Eastern Railway. The Japanese are demanding that the Manchukuoan officials have equal responsibility with the Soviet officials. Disputes have arisen with the failure to come to terms for the sale of the railway, and Japan now intends to seize the rail-
way. Meantime, additional Soviet activities within the Siberian border are reported, an unending stream of war materials is flowing to Blagovastchensk, and Soviet troops are daily parading in gas masks, all of which is believed to be for the purpose of dissuading Manchukuo from taking any steps regarding seizure of the railway.
For Defence of Manchukuo JAPAN" INCREASING ARMY EFFICIENCY. Received Friday, 11.30 p.m. TOKYO, Sept. 22. The War Office denies any Intention to recreate four divisions, but states that it proposes to improve equipment and increase - mechanisation efficiency, specially with a view to the defence of Manchukuo.
