THE TOP HAT.
Propaganda for the return to pre-war fashions for men is being crowned with success, records a correspondent. The top hat is coming back into its full glory of older times. Wo are reminded, however, that in 1889 the silk.hat was in far greater peril than it has ever been subsequently. In that year a resolution was introduced into the French Chamber for '‘do luxe hats/' known as top hats, to be subjected to “a. tax of two francs, the tax to bo levied by means of a special stamp which must be stuck in a visible place inside all hats subject to the tax,” but the motion was drowned in ridicule.
