Kerensky, leader of the first revolution, who was exiled by tlie Soviet, in a letter to the Times, declares the Ukranians arc eating horse flesh, cats, and human flesh, and tho Northern Caucasians bark from trees. Unparalleled famine has succeeded the amazing wealth of those districts in 1919, when the Bolshevik regime began there. Unimaginable calamities await 160 million Russians in the autumn. The World Conference should appoint an impartial international commission to inquire into the conditions in Russia.
