Cost of Five-year Plan
SMALL EXPENDITURE ON ARMAMENTS United Press Association —By Electric Telegraph—Copyright. MOSCOW, Jan. 27. The Finance Commissar, M. Grinko, presenting the Budget, said that under the Five-Year-Plan the Soviet invested 116 milliards of roubles in its construction programme instead of 86 millions originally provided. All the money was obtained from tho Soviet’s own resources. Over 49,000,000 people were receiving State aid and part maintenance to assist them in studies. Five per cent, of the Budget was devoted to defence.
