United Press Association—By Electric Telegraph—Copyright Received Sunday, 10.30 p.m. LONDON, Jan. 22. Mr. Do Valera, in an election manifesto, appeals for a strong .Government enabling tho pursuance of a policy for four or five years, leading to a "reasonably self-contained and self-suffi-cient Irish Ireland.’’ Ho proposes to abolish the Senate. If, however, the sc cond Chamber is retained, its membership will bo considerably reduced. He will also reduce tiro membership of the Dail. -Ho promises higher salaries to the civil sorvice and a Bill to save tho railways from extinction by unifying and restricting tho protection necessary to proservo tho farmers’ home market and dovelop manufactures.”
