Manawatu County

MEETING OF THE COUNCIL The Manawatu County Council met at Sanson on Tuesday, Cr. W. E. Barber (chairman) presiding. There were also present Crs. N. Morcom, D. Reid, and J. H. Porrott. Apologies for absence were received from Ore. J. F. McKelvie, J. Boyce and W. E. Pearce. Correspondence The following correspondence was dealt with: — From tho Foxton Harbour Board urging tho Council to undertake the sealing of the Sanson-Himitangi and tho Foxton-Manawatu Hoads roads. Decided to advise tho Board that the county had no funds to undertake the works proposed. From the Manawatu-Oroua Electric Power Board forwarding statement regarding the position respecting the cost of removal of power poles. —Received. From Otago Electric Power Board urging support to the proposal that the Government introduce a compulsory conversion of local bodies ’ loans in order to reduce the present heavy burden of interest. —Agreed to. From tho Minister of Transport intimating that the resolution of county council representatives held at Feiidinig recently, urging that all traffic fines be pooled under the group traffic control scheme, would receive careful consideration when legislation dealing with the subject was being considered. —Received. From Mir 0. E. Vile, 8u115,,. requesting permission to erect a pumping plant adjacent to his property on the bank of the Rangitikei river.—Granted subject to the engineer’s approval and during the pleasure of the council. From tho Oroua Downs school committee requesting attention to enforcement of traffic restrictions in the vicinity of the school. —Agreed to refer the question to the traffic inspector and at the same time approach the Education Department with a request that children bo instructed as to the dangers to bo met on tho road. Treasurer’s Statament.

The treasurer reported on the county finances as follows:—County fund a/c. Dr. £11,838 16s 8d; loan a/c Cr. £1,377 18s 3d; Highways Loan a/c. Cr. £76 13s 9d; net debit balance, £10,384 14s Bd. Amounts available for expenditure in the several ridings was shown as follows:—"Sandon, £250 4s 2d; Mt. Stewart, £166 8s 7d; Waitohi, £l7l 6s 6d; Rongotea, £249 10s 9d; Carnarvon, £l3O 4s 2d; Kawa Kawa, £309 4s 7d; Awahou, £145 Is lid. Sanson Tramway. The tramway manager reported that during November the tram made five trips to Himatangi, and tho following freight was carried: —Grain, tons; minerals amd manure, 112 tons; general merchandise, 4J tons; eggs, 146 crates; sheep, 4 trucks; hay, 1 truck; metal, 11 trucks; posts, 1 truck; wool, 35 bales. Tho accounts show a debit balance of £36 10s 9d for the month's working. —Received. Rate Collections, The rate collector reported that since the last meeting payments on account of current rates amounting to £322 12s fid had been made. The position of current rates is as follows: — General: struck, £2409 19s 6d; collected, £712 5s 7d; outstanding, £169713 lid. Specials: struck, £2409 19s 6d; collected, 712 5s 7d; outstanding, 1697 13s lid. Specials: struck, £1370 7s 2d; collected, £291 13s 2d; outstanding, £IO7B 14s. Arrears: Outstanding for three years at March 31, 1932, £2276 9s sd; collected, £BB2 5s 3d; outstanding, £1349 4s 2d. Rate Roll Alterations. The following alterations were made •on the rate roll:—E. R. Gaple to John Davcy, sections 258/262, Sanson; H. E. •Hunt and M. J. Piper to H. E. Hunt, (1) Aorangi 3D, 20 1 and 3D 2C 2, 3E No. 1,3 E No. 2, and pt. sec. 386 Carnarvon; (2) part sections 338, 364, •Carnarvon; J. G, Eliott to M. and R. Cobbe, lots 7/8, pt. 6, of secs. 84/5, Sandon; A. E. Bottcher to W. A. Davison, section 31, Blk. VTT, To Kawau. Engineer’s Report. The county engineer reported as follows: The Whirokino road and bridgo approach had been patched wiith pit metal, several chains of banking had been completed and grading had been continued. The Shannon and Foxton Beach roads had been surface graded. Lupin and prickly lettuce had been grubbed on •county reserves on the HimatangiRangiotu road. Grading and. patching had been carried out and surface metal would be spread ou the road before the holiday period. The usual grading and patching had been undertaken on the HimatangiSanson and the Rongotea-Longburn roads. A few chains of banking had also been completed on the latter road. Tho decking to No. 4 bridge on the AwaJhuri-Feilding road had been repaired. Surface metal had been spread and the usual grading continued on this highway. All other mctol-suirfaaed highways hari been graded and maintained. Arrangements were being made to continue maintenance work throughout the holiday period. In tho Mt. Stewart riding surface metal had been spread on Rakehou road and the portion of the Mangaonc stream bed on the road reserve had Ibeen cleared of all obstacles. Several chains of water-tables had been cut on the Halcomibe-Mt. Stewart road, and banking on Kawa Kawa road had been continued. Several roads had been graded. In the Sandon riding, stream beds had been cleaned, willows and otheT obstacles cut out from fence to fence under all bridges on Fagans, Speedys and Wilsons roads. Several large stumps had been taken out of the metalled iroad on Freeklington's line. Several roads had been graded. In the Waitohi ridihg the following roads had been surface graded: TaipiAwahuri, Pennys, Hammonds, Taipo, Rowes and Banks-Waitohi. Tho usual maintenance and repair work had also been continued. Several roads bad been graded in the Rongotea riding, as follows—Sansons, Banks, Lcens, Tomkins and Kaimatarau. Surface metal had been

spread on Mill road and tlxo usual maintenance "work continued throughout. In the Carnarvon riding all culverts and drains had been cleaned out from fence to fence. Riverbank, Resina and Koputaru roads had been graded. Any necessary maintenance work had been undertaken in tho Kawa Ivawu riding and Coupers, Kcllows, Milners, and Taikorea roads had been graded. Repairs had been made to a large culvert on Kcllows line and to a small bridge on Taikorea road. In the Awahou riding a little surface metal had been spread on Motuiti road. No. 2 line and Sanitarium road had' been graded. Tho latter road is now receiving attention in readiness for the holiday traffic. The Main Drain road had been graded and maintained
