Negotiations With Britain Closed

UNEASINESS OVER FRANCE AND BELGIUM —■ t DRAMATIC TURN IN CONGRESS Received Wednesday, 10.30 p.m. WASHINGTON, Dee. 13. Britain's new Note was receivod today. President Hoover immediately indicated that he interpreted it as meaning, although reserving the right to recur as to which basis, payment will be accopted. Mr. H. L. Stinison said: "The negotiations with tho British Government are closed so far as concerned the December 15 payment. I do not anticipate that a reply will be necessary to to-day's Note.” Meanwhile officials expressed considerable concern at the decision of tho Belgian Cabinet to make default ana the precarious position of tho Harriot Cabinet which many feared would fcoi weather to-night’s debate in tho Chamber, admitting tho fall of the French Cabinet would further complicate the situation. Routine Debt Note answers were delivered to the Belgian Ambassador and Czecho-Slovakian Minister in the same phraseology and denied suspension ox current payments. What hitherto had been a sporadic debate on the debt question in Congress took a dramatic turn when Representative McFadden, introducing tho Hoover impeachment resolution, specifically charged him with "high crimes and misdemeanors,” chiefly in connection with war debts arrangements. Mr. Hoover was also charged that ho appointed Mr. Mellon, Ambassador to Britain, while he was under a resolution charging impeachment. Mr. McFadden denounced Mr. Hoover’s handling of tho bonus army which was probably responsible for the six votes for his resolution. In Albany Mr. Roosevelt took occasion to categorically deny the reported interview with the London Daily Express saying he would urge tho waiving of tho debt interest when he was inaugurated. Ho denounced the interview as "made out of white cloth” and declared it was very embarrassing.
