It is unofficially stated the Commonwealth will approach the Commonwealth B;i|iiik Board with a request for at least three million pounds to enable the States which will bo signatories to the plan- to tide the unemployed over the winter months-.
At the conclusion of the Premiers’ Conference, Mr Lyojns made a statement. that so far as the unemployment issue was concerned the conference had concluded. The Premiers of four States were now evolving a plan for tho expenditure of money to alleviate unemployment. The Confercnc was not wholly abortive. The door was still open for Victoria and a further conference was being held at the end of May in view of the financial position of the States.

Strong Soviet, troop concentrations on the Manchurian frontier arc thoroughly prepared for defence of .the Communist State, official circles declared to-day in charging that White Russians and certain Japanese militarists were plotting to provoke a. war between Japan and the Soviet Union. The new war scare arose out of tho resumption of Japanese military activities in northern Manchuria, and charges that. Communists bombed a Japanese troop train.
Japan Will Intervene GOVERNMENT SPOKESMAN’S DECLARATION New York Times Broadcast. TOKYO, April IS. Soviet Russia is “preparing to tight, cither offensively or defensively," and in the event of fighting in Manchuria Japan will intervene, a Government spokesman said to-day in commenting on critical developments along the Siberian frontier.
