United Press Association.—By Electric Telegraph.—Copyright. Deceived Monday, 1 a.m. BERLIN, Jan. 3. The police discovered a spot on tbe outskirts of the city where tko Communists tapped the underground telephone cable and interrupted President Hindenbtirg’s New Year broadcast. Two arrests were made.
