PASTORAL FRAMED IN TERMS OF PASSIVE RESISTANCE. United Press Association. —By Electric Telegraph. —Copyright. MADRID, Jan. I. A pastoral signed by all Roman Catholic Archbishops and Bishops condemns the new Spanish constitution, but orders Catholics to accept the existing regime as a de facto government. “This does not imply confirmation of, -much less obedience to, legislation opposed to God and the Church,” it adds. The pastoral warns Catholics that marriages outside the Church will incur deprivation of ecclesiastical rights and holy burial. It exhorts opposition to lay instruction, also a collective protest against the juridical assault on the church’s position, and insistence on legislative reparation.
