It is understood that Mr. Ramsay MacDonald, in accordanco with a promise previously given by Mr. Baldwin, has cabled Mr. S. M. Bruce, Primo Minister of Australia, and Sir Joseph Ward definitely notifying them of tho proposal to resume relations with Russia. Mr. MacDonald is now awniting the replies of tho overseas Ministers.
