As no trace of tho owners can be found, the tenants of four houses. at Blacnavon, Monmouthshire, are living rent free. The local council is collecting rates and water charges from the tenants, and if tho owners ever turn up and claim back rent the occupiers will counterclaim fo rrates paid.
