GERMAN ENVOY RETURNS TO \ PARIS. United Press Association —By Eleetrie Telegraph—Copyright. Received Friday, 9.20 p.m. PARIS, May 3. With Heri Schacht’s return the experts reparations discussions seem to be about to enter the final phase. Herr Schacht declined to ,give any indication whether he intended to break fresh ground. He will take Sir Owen Young into his confidence tonight and the Allied experts will learn the results of the interview to-morrow. If Herr Schacht is able to offer. a promising basis for renewed -nogotia tions these will begin informally. Otherwise the Allied experts will complete their report and the inquiry will terminate. Received Friday, 10 p.m. PARIS, May 3. Herr Schacht on his return from Berlin attended a meeting of chiefs of the delegations and submitted fresh proposals.
