DE RIVERA BOWS TO INEVITABLE. NEW CONSTITUTION TO BE DRAFTED. United Press Association—By Electric Telegraph—Copyright. Received Sunday, 7 p.m, MADRID, Feb. 23. The Government organ. “La Nacion,” in a remarkable article foreshadowing the imminent demise of the present dictatorship, says General de Rivera will convoke a national plebiscite to submit to the country the draft of a constitution and bills covering municipal and provincial Parliamentary elections, so that when Parliament meets, the King will have 400 men from whom to choose a Government without relying on de Rivera, who is voluntarily retiring, as he considers after having so long held the dictatorship, he would not have the political suppleness to govern under ordinary constitutional conditions.
