Mr. Britten has announced that ho has received a letter from Commander Keaworthy, in which the latter ex presses the hopo for an early conference in London between members of the British Parliament and members of the United States Congress to discuss not only the subject of naval limitations but also international law at sea. The letter added: “Meantime, please inform your friends that we on this side have no desire to interfere with or influence the construction of any warships that tho elected representatives of the United States deem necessary within the limits'of the Washington Treaty.**
