ANOTHER DICTATOR EMERGES IN EUROPE

There is another dictator in Europe to-day, bringing the number up to 11. He is Prince Louis II of Monaco, the microscopic principality on the Riviera, whoso revenues aro derived from the famous gambling tables. The Prince and his people are at loggerheads, in a crisis which is largely xlue to the gas suppiv. Reports from Monte Carlo indicate that Louis intends to solve tho crisis in the principality by a coup d’etat. He has issued a decree, cancelling the elections for tho new national council, or parliament and has made a statement that he will govern the principality himself, as sole ruler, without assistance or udvice. The townspeople consider that this order, interpreted, means that the casino authorities, whose difference with tho elected body provoked the crisis, intend to impose their policy upon the inhabitants.
