Italy has been swept from end to end by cyclones and extraordinary snowstorms, mingled with rain, hail and thunder. The river Tiber has reached nearly its maximum level and if the rise continues, parts of the city will be flooded. HEAVY SNOWFALLS. Received Friday, 8 p.m. LONDON, Jan. 4. Heavy snow is reported in many parts of Britain and tho Continent. London newspapers, including the Daily Telegraph and Daily Express, are protesting, on the grounds of unfair competition against a B.C.C. proposal to use State funds to launch shortly a literary weekly at two peuce, followed by a series of educational books, thus virtually building up a publishing business.
