SHANGHAI, Oct. 9. j Nanking officially announces the . election of General Chiang Kai-Shek Commander-in-Chief of the NationalI ' i.i lltar.v fospes, as President of the {Nationalist Government of the Republic of China, with Tan-yankai, Hu-han-min, Wang Chin hui, Tai Chi-tao, and Thai Yuan-pci as Cabinet members. The title of tho President is used in the official Kuomin News Agency dispatch although Chaing Kai-Shek was previously reported to have been elected “Chairman of the Government Council.”

P6LICE PATROLS DOUBLED. SHANGHAI, Oot. 9. Strict precautions are enforced within the foreign concessions owing, to tomorrow’s celebration of the anniversary of the outbreak of the revolution of 3 Oil. British troops are confined to barracks, and police street - patrols have been doubled, with orders speedily to arrest anti-foreign agitators. The whole of Shanghai, within and without the concessions, is a blaze of red, with hundreds of thousands of Nationalist flags displayed. An elaborate programme has been planneth by tho Chinese. The populace is expected to be given free play for their feelings by the native authorities in order to emphasise the success of the Nationalist movement. The authorities in the foreign concessions are perturbed in view of the fact that another crime wave is at its height now.

SHANGHAI’S POPULATION t NEARLY 2f MILLIONS, 48.000 FOREIGNERS. SHANGHAI, Oct. 9. Shanghai is the largest city in China and tho sixth in the world. According to the census completed by tho Bureau of Public Safety, Greater Shanghai has a total population of 2,726,946, of which 47,768 arc foreigners. The population of the International Settlement is 827,000 Chinese and 28,000 foreigners. The French Concession contains '348,076 Chinese and 10,077 foreigners. The remaining population resides in ■rritory controlled by tho Chinese, and ■dudes 9.353 foreigners, principally dans and Japanese.
