A Jockey Club-National Hunt memorandum circulated among Commoners explains that a central authority will bo established under the Jockey ClubNational Hunt Committee to raise the necessary funds to erect and operate tota-isators on various courses. All moneys paid in will bo controlled by the authority. The stewards intend that racecourse owners shall make a charge oa bookmskers for the right of betting on their grounds, which moneys will bo paid to the central authority in the same way as totalisator moneys. A percentage of all bets will be deducted by the authority and the balance paid to winning backers. To the percentage will be added payments by bookmakers and tho whole will be used for paying betting duty, Government expenses, and interest on capital for totalisators, and the balance will be used for the benefit of breeding horses, increasing stake moneys, improvement cf race tracks and a proportion fur charitable purposes. But it will not bo used to increase tbe profits of pri-vately-owned racecourses. The particular type of machine to bo installed will depend upon tho cin oumstanccs of each course.
