As a solution to the seats controversy, League circles are discussing the possible creation of a new category, between permanents and non-permanents, lor nations such as Spain and Brazil, who will not he required to rotate automatically, like the non-per-manent nations, hut retain their seats on the Council as fong as they secure two-thirds ol the votes of the Assembly.
