POPE’S RECENT LETTER. . NO COMMENT IN CAPITAL. LONDON, Feb. 24. The absence of newspaper comment on the Pope’s letter concerning (the right of the Church indicates, says a message from Rome, that the Government is loth to reopen a dispute that will embitter pasisons and not achieve any practical result. Optimists interpret the letter as an invitation to th e Government to open negotiations to settle the Roman question. Others believei that it means that unofficial conversations between the Qulrinal and the Vatican have left a solution as distant and difficult as over, but that the matter is likely to come to the for e in the near future.
