Sir, —Would you through the medium of your paper tell me the essentials by which a town may become a city? If by population, why is Nelson a city? If by a Bishop being In residence in a town can that town be called a city? Why is this so? [ln New Zealand a municipality is raised to the dignity of a city on attaining a population of 20,000, but a cathedral town, by English custom, has always been designated a city, Irrespective of population. For example, in New Zealand we have Nelson and Hamilton, and in England, Wells, although the last named has a population of under 5000.]
