The King has approved a nefw civil Ministry, of which General do Rivera will be Premier. King Alfonso, in a message to General de Rivera, emphasises that the Directory was formed by a powerful political party, replacing those of the old regime, whose corruption and weakness blocked the work of national reconstruction. The military dictatorship must not continue till worn out, therefore, it will be replaced by a civilian dictatorship, with a more adequate but equally vigorous organisation. Civilian elements must contribute to the -work of reconstruction. It is indispensable, to assure the complete purification of political morals, that the constitutional guarantees should continue to be suspended and legislation be conducted by degrees.
