Brland’s consent to form a Ministry and anticipate a speedy fulfilment of the task, as he is the man best qualified to rally the greatest number of Republicans in the two Chambers, The Radicals are furious with the Socialists, whom they accuse of smashing the Left Cartel. CABINET-MAKING DIFFICULTIES OVERCOME. (Received Sunday 5.5 p.m.) PARIS, November 28. M. Briand's resolution of the financial policy • consists of the appointment of a consultative committee comprising eminent financiers, commercial and industrial leaders and bankers. After pourparlers which lasted ail day, M. Briand virtually succeeded in forming a Cabinet wherein it is forecasted that in addition to the Premiership he will take the Foreign Affairs portfolio, M, Louchgur, Finance; M, Painleve, War; M. Georges Eygues, Navy; and M. Leon Perrier, Colonies, COALITION OF LEFT AND CENTRE.. (Received Sunday 7.25 p.rrt.) PARIS, November 28. The final composition ol" the Cabinet is announced and confirms the portfolio alreadv cabled. It is a coalition of Left and Centre parties, excluding the Socialists. The Radicals get the lion’s share of the portfolios, M. Painleve's innovation of dividing the Ministry of Finance between the Ministry of the Treasury and the Ministry of the Budget, has been discarded. M. Loucheur, who is a Radical will be the sole Minister of Finance.
