According to the Soviet press, the British have made overtures to Latvia, Poland and Esthonia, inviting their participation in a military campaign aaginst Moscow, while the British Fleet would occupy the Baltic ports. Responsible Soviet officials insist that the report is correct. M. Frunze, the War Commissioner, in addressing Red troops said: “Be ready for an open declaration of war by the British, because it is impossible to doubt the preparations for an attack are being made.”
