UNIFORM BY-LAWS.
COUNCILS MEET AGAIN.
A FORWARD STEP.
Yesterday afternoon, at the Oroua County Council offices, delegates from neighbouring councils met again further to discuss the proposal to adopt n uniform set of by-laws, Those present were; Crs. O. McElroy and S. H. Brewster (Oroua), L. T. Mclean and P. O. Stack (Kiwltea), F. W Arbon (Pohangina). Penny (Manawatu), P. J. Small and Wright, engineer (Kairanga), K. W. Dalrymple (Rangitikei), G. A. "Monk, the cleric and engineer (Horowhenua). Cr. H. W. Smart (Pohangina) apologised for absence. Cr. MoElroy was 'elected to the chair, and expreased pleasure at meeting such a representative gathering. He did not know how the conference could take the matter ana' he would like opinions from those present. In view of the fact that a new Motor Bill was now before' Parliament, and that many of the motor by-lawn would be recast, Cr. Dalrymple did not consider the time was opportune to prepare new by-laws. There wera many points arising out of this Bill and the activities of the Highway* Boards which might conflict with decisions arrived at by the conference. The chairman stated that the ne*> motor by-laws had been under review since 1920, and were not y*x gazetted. There, was no doubt that the motor traffic was a serious problem as far as the upkeep of the roaas was concerned, and the position haa to be faced.
-Cr. Arbon agreed that the by-laws of his county as well as those ol othei' counties, were in need of revision, but he did not think they could proceed until the Motor Bill had beer, placed on the Statute Book.
Cr. Monk also considered that the matter should be held over pending the result of the deliberations of the District Highways Council, wnicn body would, no doubt, consider bylaws affecting motor traffic. The Horowhenua county by-laws were undoubtedly out of date, but tne expense of printing new by-laws was not regarded favourably, in view of the probable action of the District Highways Councils. Further discussion followed as to the best method of making some forward move toward achieving the object of the conference. While it was conceded that the decisions of tnt> conference might be influenced by the Motor By-laWfl Bill and the deliberations of the Highways Councils, it was thought that the conference coiiia proceed along the lines of drawing up skeleton regulations. On the motion of Cr. Small, seconfled by Cr. Arbon, it was decided that the by-laws from tne TaranaKl, Hawke's Bay and Southland county councils any any others, be considered by a committee and condensed and afterwards brought before th e coxmcils for approval or alteration. The committee to be set up will comprise delegates from Oroua, Kiwitea, Kairanga, and Manawatu councils.
It was also decided to invite representatives of the Hutt and Makara counties to join in the proposal to adopt a uniform set of by-laws. After further discussion, the meeting adjourned, leaving the matter of calling the delegates together in the hands of the chairman.
