Litvinoff presented to the Credits Commission a plan for the reconstruction of Russia, involving an outlay of 3224 million gold roubles, of which transport will absorb one milliard roubles, ' agriculture 924 millions, industrial reconstruction 750 millions, and commercial and banking credits 500 millions.
