Senator Reed dejclurod: "We agree to yield to Japan : 20,000 islands in the Pacific, a vast j number ..of which can be used at air- | plane bases and landing places, and (many lor navai bases. We also agre: jnot to fortify Guam or strengthen the I fortifications in the Philippines. Thus, iwe are placed in a position capable jof being attacked. Our possessions [are left without security because the j Pour .Power Treaty, according to its advocates, does not bind its signai tories."
