REFORM OF LORDS.
[By Electric Cable—Copyright.] [Aust. and N.Z. Cubic Association.] LONDON, December 16. The "Daily Herald" announces the Premier's plan for the reform of the House of Lords. It repeals the Parliament Act of .1011 where it concerns ordinary legislation, and establishes a chamber comprising- a minority of hereditary peers chosen from the whole body, and also a majority consisting- of life peers nominated by the Crown, a number of t distinguished public servants, including representatives of the Dominions, and also prominent members of the House of Commons.
The intention is alleged to be to "dish" the Labour Party if ever it comes to power.
