Mr Lloyd George’s summary of the Government policy dealing -with the unstable key industries, defines them as fulfilling the following tests, namely: Products essential for war or the maintenance of the country during war; an industry so neglected before the war that there was an inadequate supply of product; an industry about which the Government had found it necessary to take special steps during the war; an industry which, if special Government support were withdrawn, could not maintain itself at the level of production essential to national life. . It is proposed that fees charged for the issue of licenses to import goods produced by such unstable industries bo fixed wdth regard to each case, to the difference between the price at which the article can be imported, and the price at which a similar article can be sold in the United Kingdom.
