Fugitives from Pctrograd report a Red Terror of unprecedented dimensions. Peters, Chief of Internal Defence of Pctrograd, is carrying out a mass of executions continuously for trivial offences. Even the possession of a telescope is punishable by death. One of Peters’ methods is to seize the victims during the night, club them until unconscious, and throw the bodies into the Neva. ANOTHER PITEOUS APPEAL. ARCHANGEL, August 20. Another piteous appeal ha.s been is- ! sued by the representatives of the proEntonto population of Northern Russia to tho Allied democracies not to leave them to tho mercy of the Bolsheviks. In the name of Justice and Humanity and for the sake of the sanctity of human life, the appeal urges that the Allied troops shall net be withdrawn, and the population thereby left to massacre, starvation and ruin. The appeal concludes: Wo ask you to hear this cry of despair and pain. LEADERS CONFER AT STOCKHOLM. COPENHAGEN, August 20. The Premier of the new North-west Russian Stale and other leaders of Russian. constitutionalists are conferring at Stockholm. They have formulated plans for an early joint attack on Petrograd. The Grand Duke Nicholas will shortly arrive. His share of the pending operations is not disclosed. SHIPS TO REMOVE CIVILIANS. LONDON, August 21. Britain has alloctod ships to remove who desire to leave North Russia before the British withdrawal, Several thousand families will be shipped later to South Russia.
