dumba goes out. WASHINGTON, Sept. 27. Austria has agreed unconditionally to withdraw Dr. Dumba, the Ambassador to America, who violated neutrality by endeavouring to foment munition strikes. THE ALLIES' LOAN. Received 10.10 a.m. NEW YORK. Sept. 27. The An "do-French Financial Commission and the Eastern bankers have reached a virtual agreement on details of the proposed loan. Four members of the Commission leave Chicago to confer with the Western bankers on tentative terms and details. Tlie amount is about five hundred million dollars, and the securities are joint Anglo-French notes with interest at 5 per cent., which will yield investors 5% per cent., the notes being issued slightly under par. Conversion is privileged at maturity, and notes holders will receive cash or joint Anglo-French fifteen or twenty yeabonds bearing 4% per cent.
