PROCLAMATION BY THE ULEMA.
NO RETURN TO DESPOTISM.' Received April 18,4,30 p.m, Constantinople, Yesterday. The Committee of the Ulema (an assembly of. the clergy and leading priests and eduoators of the 'Empire) has issued a pacifying proclamation, declaring that there is no fear of a roturn to despotio rule. This has created an excellent impression. THE SULTAN'S ASSURANCE. v OFFICERS MURDERED. The Times correspondent states that the avowed reactionaries, have retired and the Sultan'' has reiterated his assniance to maintain the constitution, Vienese reports oredit the Sultan with being the prime mover in the trouble. It has been discovered that several military officers connected with the Committee of Union and Progress were murdered early last week.
