THE TURF PARLIAMENT.

At the Racing Conference to-day the President moved a motion urging the license of owners, to which Mr Samuel (New Plymouth) moved an amendment to the effect that a Permanent Committee be appointed to inquire into circumstances needing investigation in regard to corrupt practices or misconduct in relation to racing. * Speaking to the amendment, Mr Samuel spoke against an undue spirit of gambling that did harm to the public, and said that the Conference must do all it could to render racing harmless to the people. In the course of the discussion several delegates advocated the abolition of the double totalisator. Eventually the President withdrew his motion, and Mr Samuel's amendment became the motion, and was negatived. The Bating Conference decided that dividends b* paid on first and second horses in the proportion of 75 and 25 per cent, respectively. The Dates and Permit Committee reported that applications for new and additional permits were received from Papakura, Shannon, Cartertou, and Wairarapa Racing Clubs but there being no permits available - the Committee could not make allocation. An application was received from j Dannevirke Jockey Club for an additional permit and suggesting that it should receive one of the permits at present held by Waipawa County Bating Club. The Committee was' unable to make any recommendation. Palmeraton Eacing Club having complied with the conditions proposed by Dunedin Jockey Club, will be granted a permit. Dates of race meeting were approved subject to the following amendments, Avondale and North Canterbury Jockey Clubs to select other dates :— Wellington Racing Club's spring meeting to be held on October 17th and 19th, summer meeting January 22nd, 24th and 25th, autumn meeting April 30tb and May 2nd, winter meeting July 18th, 22nd and 25th. Manawatu Eacing Club to be permitted a third day at the Xmas meeting, the days to include December 26th and 27th and a date prior to those days. The Committee recommended that certificates be granted toHuntley and Hukuremui Bacing Clubs; that the certificate of Hikutaua, Eacing Club be cancelled; that St. Andrew's District Sports certificate be granted; that no certificate be issued to Karamea Eacing Club and Eedan Sports Club.
