As the result of studies on the spot Lord Kitchener issued an important order embodying his conclusions regarding the Indian Army. He says as the army is small, there is greater need for a higher standard of excellence than obtains elsewhere, modern conditions having vastly changed. Ho proposes to abolish the garrison classes, and make all officers acquire a military education with the regiments. The importance of a thoroughly trained and educated General Staff-was never heretofore fully realised, and the distribution of troops and commands had grown up without plan and method. He hopes the impending establishment of, the staff college will ensure the selection of the best young officers by officers commanding districts. He insists upon the importance of individual training.
