AMERICAN’S PROTEST.
(Rec. 10.10 a.m.) TEHERAN, Dec. 28. Mr Harold Minor, Chief of the NearEast section of America’s State Department, announced that he has abandoned his 16-day wait for Russian permission to visit Azerbaijan and that he would leave tonight for Washington. He said daily inquiries at the Russian Embassy met with polite eva“l consider 16 days of such procrastination a definite refusal by the Soviet to allow Americans to judge for themselves if our friends and allies are being allowed freedom m solving their own internal affairs,” Mr Minor According to reports received from Teheran, Rezaieh, in Azerbaijan, has fallen and “the Tabriz Democrats are holding Colonel Zenguence, the commandant, a prisoner.
