SAPRTJ COMMITTEE'S VIEWS. (Rec. 1.10 p.m.) BOMBAY, Dec. 27. ■ The Sapru Conciliation Committee of the Indian non-party leaders' conference, in proposals for India's future Constitution published today, rejects all schemes for the partition of >'■<. India, and recommends a scheme described as "framing a Constitution for a single State." The recommendations, which were drawn up in answer .to Britain's invitation to Indian leaders to agree on a settlement among themselves, are signed by Sir Tej Bahadur ... Sapru (chairman), Mr M. R. Jayakar, ~* Sir Gopalaswami Ayyangar, and Kun-» war Sir Jagdish Prahad. The committee considers that Parliamentary Government is not unsuited to India. It prescribes adult franchise and joint electorates, conceding to the Moslems parity with the Hindus in the Union Assembly. The committee stipulates, however that "should the Moslems ' insist on sepafc,.. ate electorates, not only should the parity offer be withdrawn, but also that the Hindus should be free to ask for a revision of the communal award. The committee opposes any proposal whereby individual provinces or States could keep out of the Union. The committee, on the subject of nnfederated States, says that . British . suzerainty must cease to exist. The " new Federal Cabinet should be cornnosed entirely of Indians, and should exercise paramount jurisdiction over the unfederated States. ' "
