STRINGENT DOLLAR THRIFT
SEVERE BRITISH AUSTERITY. NEW YORK, Nov. 23. Evidence is accumulating that the British are preparing -for the eventuality of failure of the loan negotiations in Washington. More and more licenses to import Canadian goods to England are being refused by the British when the goods are not considered absolutely necessary, says the Ottawa correspondent of the Now York Times. Some Canadian firms, faced.with this refusal, have recided to manufacture their products in Britain with local raw materials. A further indication of the intention to apply the austerity dollarsaving programme is that British officials are examining the possibilities of restriction on imports to British ships. The officials insist that the scarcity 'of both Canadian and American dollars is so acute and the need to save every penny so great, that this course is absolutely necessary unless the Washington negotiations finish on the basis of permitting expanded trade.
