BULGARIAN ELECTIONS
BRITAIN'S FIRM STAND
(Rec. 1.30 P.m.) LONDON, Aug. 21. ihe foreign Office announced that the lollovviug communication was handed over today to the .Bulgarian Inline Minister by Sir Randolph HoustonBoswall, the British political representative in Sofia: '-His Majesty's Government has under consideration the Bulgarian Government's announced intention to hold general elections in the near future. While His Majesty's Government would welcome elections which a full and free opportunity tor tne Bulgarian people's expression of opinions, it is unable to believe that such an opportunity will result from elections held under the present Bulgarian electoral law, and in the conditions now obtaining throughout Bulgaria. It considers that the law is designed to operate to the advantamot the Government at present in power and to the disadvantage of its opponents. Very recent concessions are proof that freedom of expression has previously been denied to any opposition, and'His Majesty's Government cannot have confidence that the tardy concessions are in any sense adequate. It has now also received reports, which it considers reliable, that persistent efforts have been made to intimidate the opposition and influence voters in a manner entirely inconsistent with democratic principles. I am accordingly instructed to inform you that His Majesty's Government will he unable to recognise as democratic or representative any Bulgarian Government formed as a result of elections held •under these conditions."
