PLEBISCITE AND ELECTION. (Roc. 11.2,3 a.m.) ATHENS, Aug. 20. It is officially announced that the British, American and French Governments have agreed to send observers for the plebiscite and elections. Russia declined on the ground that she was opposed to the principle of foreign supervision of elections. The Greek Government would welcome Russian observers if the Soviet revises her decision.
